Montreux Retreat on the Consolidated Appeal Process and Humanitarian Financing – Background document commissioned by the Conveners

This background document from the March 2010 donor Montreux Retreat examines the Consolidated Appeals Process (CAP) and other methods of humanitarian financing in order to determine how well funded are NGOs’ security and risk management needs. It finds that the CAP has proven hugely inadequate in meeting the costs of strong security management in high-risk contexts, and that it is extremely difficult to reliably discover how well other funding methods have filled the gap as data is scarce.
