We are looking for a dedicated Health Safety and Security (HSS) Manager to further develop and strengthen the country’s Health, Safety, and Security risks system including organizational structures, accountabilities, policies, and procedures.

With 25 million people in need, DR Congo is one of the largest humanitarian and protection crises in the world.  Conflict continues to cause millions to flee their homes.  Food insecurity is on the rise and the COVID-19 is producing increased challenges for the people of DR Congo with the secondary impact putting an even greater strain on the most vulnerable. DR Congo is NRC’s largest operation in Central and West Africa, with programs in Petit Nord Kivu, Grand Nord Kivu, Sud Kivu, Ituri, Kasai, and Tanganyika and a team of over 400 dedicated humanitarian workers.  NRC in DR Congo is piloting a Humanitarian Mediation Programme that seeks to explore new ways to prevent people from being forced to flee.

As the HSS Manager,  you will lead and monitor the implementation and compliance of NRC health, safety, and security risk management framework, and reduce risks by seeking creative solutions for mitigation to NRC staff, programs, organizations, beneficiaries, and assets.

The national HSS team, if stable, is a robust building block from which elaborates and enhances the operationalization of the HSS system and policies.

The HSS Manager reports to the Country Director in DR Congo

 

Duties and responsibilities

Generic responsibilities

  • Development and management of NRC Health, Safety and Security risks system at the national level
  • Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
  • Minimize health, safety, and security risks to the operations of NRC
  • Management of health, safety, and security staff at the country office
  • Support, training, control, and development of health, safety, and security staff in all offices
  • Prepare reports as required
  • Communicate and cooperate with relevant external security actors
  • Train and develop staff in safety and security
  • Coordinate and manage health, safety, and security activities, draft budgets, contribute to
  • proposals and strategies in accordance with NRC and donor requirements
  • Contribute to the development of Country, Area, and program strategies

Specific responsibilities

  • Member of Country Management Group
  • Provide technical support to the HSS Coordinator and to Liaison Officers
  • Lead and monitor the implementation and compliance of NRC health, safety, and security risk management framework, and reduce risks by seeking creative solutions for mitigation to (in order of priority):  NRC staff, programs, organization, beneficiaries, and assets
  • Undertake regularly missions in the field and provide technical support and security advice to the
  • Area Managers (AM) and Country Director (CD)
  • which includes setting up a system of due follow-ups.
  • Work closely with all field staff, both liaison and program to ensure access to volatile areas in
  • accordance with HSS rules in DR Congo and humanitarian principles of humanity, neutrality, impartiality, and independence.
  • Collaborate with all programs and support teams.

Qualifications

  • Minimum 3 years of experience from working as a Senior Security Advisor in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in French and English, both written and verbal
  • Valid driver’s license
  • Context related skills, knowledge, and experience:
  • Knowledge of DR Congo and the region of Grands lacs is an asset

We can offer

Commencement: February 2021
Duration: 12 months
Grade 9 in the NRC grade structure (see attached)
Duty station: Goma with 50% Travel to the field, Goma is a non-family posting. International staff members are required to live in joint accommodation.
