JOB CONTEXT:

·       The Palestine mission was up to February 2025 part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. However, the mission is now under the direct management of the Emergency Division (HQ);

·       Since 2023, HI has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza;

·       The conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 100,000 Palestinians have been injured in Gaza and several thousand among them have suffered from amputations or permanent impairments;

·       The total budget for 2024 will likely be between 7 and 12 M EUR. The total number of staff is around 150 + around 200 volunteers;

·       Current sectors of activity: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy.

YOUR MISSION:

The HASM is working under the Country Director. He/she will be based in Amman, Jordan, with regular visits to both West Bank and the Gaza strip. Within the Palestine Mission, the HASM position is key to support the country managers and their team in their analysis, anticipating possible impact and finding solution to better deliver the humanitarian assistance.

Reporting to the Country Director, the role of the Palestine Humanitarian Access and Security Manager (HASM from now on) for OpT is to help ensure the security of HI’s personnel and property and develop HI’s access to vulnerable populations to the greatest extent possible in very volatile contexts. More specifically, the Palestine HASM will contribute to the operational safety of the Palestine teams by accompanying and supporting the people in charge in the various HI entities.

RESPONSIBILITIES:
Objective 1: MANAGEMENT

·       A manager who leads by example: embodies HI’s values on a day-to-day basis and is a role model;

·       A manager who gives meaning: comprehends strategy, clarifies it, translates it into operational objectives for their team and manages the necessary changes. Gives meaning to every act of management. Within this framework, encourages the exchange of practices within and between divisions. Encourages innovation and risk-taking;

·       A manager who administers: organises the operational management of their team, structures the work to be done in accordance with identified processes, drives performance and facilitates the resolution of problems;

·       A manager who assumes HR responsibilities and coaches their team members: contributes to the development of staff, creating the conditions necessary to ensure engagement, professionalisation and attachment to HI; ensures respect for HI’s code of conduct and institutional policies and is vigilant with regard to expected attitudes and individual and collective behaviours.

Objective 2: STANDARDS AND EXPERTISE

·       Supports the development, updating, and implementation of HI’s HAS system on the programme (procedures, documents and tools);

·       Ensures the implementation of HI’s security policy, operational guide and new security guidelines issued by headquarters if any;

·       Recommends, when needed, the development of specific procedures, guidelines, SOPs for a specific context;

·       Supports the country in drafting, revising and implementing the operational strategy (StratOp) as part of their responsibilities.

Objective 3: OPERATIONAL IMPLEMENTATION

·       Monitors and analyses the regional context together with HAS colleagues posted in the region (Gaza, Jerusalem, Yemen, Syria, Lebanon, among others);

·       Develops the programme’s network by supporting the diversification of sources of information and capitalising on information from key contacts within the region (mainly in Amman);

·       Strengthens the level of acceptance of HI to whatever extent necessary in the different areas of intervention;

·       Produces security analyses and recommendations based on needs and context evolution;

·       Participates in the planning of operations and the definition of the resulting security framework;

·       Provides advice and guidance on evolving security risks, resource requirements, security frameworks, and sharing best practices for the security management of HI activities in the country;

·       Makes regular visits to the field to support offices in the provinces if needed;

·       Ensures good internal coordination in matters relating to security, particularly with Operations and Logistics on safety aspects;

·       Participates in the management of incidents/crises: analysis, technical support, recommendations, implementation, reporting, lessons learned, adjustments to frameworks;

·       Supports ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement;

·       Evaluates HI staff’s training needs and supports the implementation of the HAS training plan;

·       Directs emergency preparedness actions and ensures a rapid and effective response to humanitarian needs.

Objective 4: REPRESENTATION AND COORDINATION

·       Represents HI in bilateral meetings with humanitarian actors and local stakeholders when needed;

·       Maintains and expands HI’s network of contact with key staff of INGOs, UN agencies, or other entities in the area when required.

CHARACTERISTICS OF THE POSITION:
HI has established premises with the capacity to accommodate international staff and has put in place the necessary security systems to manage their presence. In both Gaza and the West Bank, the security context is volatile and might improve or worsen in the coming weeks and months (depending on the ongoing dialogues). The selected candidate will be thoroughly briefed about the context and the security systems before deployment to Gaza.

Living conditions in Jordan are comfortable. Security conditions are stable throughout Jordan.

YOUR PROFILE:

·       You have at least 6 years of overall professional experience in access and security functions and at least 3 years of experience in conflict-affected countries;

·       Ability to manage stress;

·       Negotiation skills;

·       English require, Arabic and Hebrew language skills are a strong asset.

·       Ability to support team members in their professional development: fostering their autonomy at work;

·       Knowing how to position oneself to move things forward;

·       Mastering the art of simplifying and prioritizing tasks.

·       Salary from 2869€ gross/month upon experience

·       Perdiem:

o       Jordan: 713€ net/month paid in the field;

o      Palestine: 848€ net/month paid in the field;

o      Amman: 0€;

o      Gaza/West Bank: 500 € net/month paid with your salary;

o      Jerusalem: 250€ net / month paid with your salary;

·       Paid leaves: 25 days per year;

·       R&R:

o      Amman: 11 days / year + possible transport/package support;

·       Position:

·       Unaccompanied:

o      Payment for travel costs (air ticket & visa) and transport of your personal effects;

o      Mission of more than 12 months: a child allowance of 100€ per month, per child paid in the field;

·       open to couples:

o      Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;

·       open to families: Family package:

o      a child allowance of 100€ per month, per child (from the second child) paid in the field;

o      Contribution to school registration fees for children over 3 years;

o      Payment for travel costs (air ticket & visa) and transport of your personal effects;
