REPORTS TO: Senior Advisor, Safeguarding


LOCATION: Boston, Massachusetts (USA), Washington D.C. (USA), or remote with travel

TERM: 24 months

COORDINATES WITH: Gender Thematic Department, Human Resources, Senior Leadership Team


Support to implement Oxfam America’s (OUS) strategy for embedding safeguarding in its work; support the roll-out and socialization of Oxfam America and Oxfam-wide safeguarding policies and procedures; support Programs and Funding teams to integrate safeguarding and accountability issues into program design and project proposals; support training of staff and partner staff on Safeguarding and safe, accountable programming, with an emphasis on protection from sexual exploitation and abuse, as well as child safeguarding; support ongoing collaboration with sector-wide initiatives at US and global levels; represent Oxfam America as an open, transparent, and highly communicative organization.

As part of the Oxfam America Team, the Safeguarding Advisor will partner closely with the Gender Thematic Department, Programmes Division, and Human Resources, and will support the Senior Leadership Team. While originally reporting to the Senior Advisor, Safeguarding, as part of the Executive Office, this reporting structure is subject to change.


Work to ensure that Safeguarding is embedded into Oxfam America processes, procedures, and ways of working. A particular emphasis will be on safe, accountable programming for protection from Sexual Exploitation and Abuse, as well as child abuse, that may be committed by Oxfam Staff and Partners against community members. This will include:

  • Development/adaptation of toolkits and templates and resources, including for safe programming;
  • Analyze and support the drafting and updating of Oxfam safeguarding policies;
  • Training and socialization;
  • Support teams to develop effective, accessible and safe feedback and complaints mechanisms;
  • Support the management of safeguarding cases as required;
  • Support Oxfam America and the Oxfam Confederation in the finalization and implementation of its survivor support strategy;
  • Support programmes colleagues to ensure that programmes are developed in a way that identifies and mitigates potential risks, exploitation and abuse, child abuse, gender-based violence, etc.
  • Document and implement best practices.
  • Support to staff CEO for safeguarding-related engagements, including for CEO’s roles on Oxfam and Interaction taskforces and other external leadership in this space.
  • Support OUS’s staff-level engagement with Oxfam International and other affiliates on all safeguarding work.
  • Lead on OUS staff communication on safeguarding initiatives.
  • Maintain specialist knowledge of all safeguarding areas pertinent to human rights work in poverty, advocacy, and social justice, and support to keep the Executive Office abreast of emerging needs, key trends, and innovative practices in safeguarding.


  • Stay abreast of professional standards, trends, and issues affecting this set of responsibilities, demonstrating continuous learning in the field.
  • Work effectively and collaboratively in support of a team-based culture of work, will perform all duties appropriate to a multi-cultural environment, treating all persons with dignity and respect.
  • Will be familiar with and committed to the OUS mission, vision, strategy, values, and goals.
  • Will have an understanding of gender justice and diversity within key areas of responsibility and a commitment to promoting gender justice and diversity in our workplace and programs.
  • Up to 20% overnight travel in the U.S.; occasional international travel; some evening work may be required.



  • Master’s degree in related field or equivalent combination of education, experience, and training.

Experience and Core Competencies:

  • Three or more years of experience or equivalent in safeguarding policy and practice, in such areas as child protection, prevention of sexual exploitation and abuse, and sexual harassment, or other relevant experience such as safe programming, protection, programme quality, accountability to affected populations, etc.
  • Exceptional ability to develop strong collaborative working relationships and move change agendas in a diverse, complex, entrepreneurial, multi-cultural environment
  • A proven track record of success in handling the complexities of dealing with sensitive issues related to safeguarding, protection, and/or programme quality issues in international development and humanitarian environments.
  • Demonstrated cross-cultural competencies
  • Excellent communication skills, both oral and written
  • Experience working in the field of international development and human rights
  • Passionate advocate for human rights with strong problem-solving skills
  • Experience working effectively with allied organizations
  • Impeccable integrity


  • French and/or Spanish and/or Arabic language proficiency
