The Sudan Response Safety and Security Manager (SRSSM) will work closely with staff promoting staff safety and security and providing support for staff movement in Sudan and Chad. Particular attention must be paid to crossing national borders, and crossing lines of conflict. The SRSSM will report directly to the Sudan Response Director, and liaise closely with the senior leadership teams of both Chad and Sudan to support safety and access. The SRSSM will liaise with the Global Safety and Security Advisor to ensure that the response meets the standards and follows the policies of World Relief.

Role & Responsibilities

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.
  • Risk Assessment & Management:
  • Conduct regular security risk assessments in all operational areas, identifying threats and vulnerabilities to ensure the safety of staff and assets.
  • Security Strategy Development:
  • In coordination with the Global Safety and Security Advisor, develop, implement, and maintain comprehensive security policies and procedures tailored to the conflict zone, ensuring alignment with both organizational and local requirements.
  • Incident Response & Crisis Management:
  • Lead the field offices response to security incidents, including evacuations and crisis management, ensuring staff safety and clear communication with headquarters.
  • Staff Training & Awareness:
  • Provide security training and regular updates to staff personal security and safety measures, field safety and security plan, safety and security guidance, risk mitigation, ensuring that all staff understand and adhere to security guidelines.
  • Security Liaison:
  • Establish and maintain effective relationships with local security networks, government authorities, and other NGOs to stay informed on the security situation and facilitate collaboration.
  • Monitoring & Reporting:
  • Track and analyze security trends, prepare regular reports for leadership on risks, incidents, and mitigation strategies, including updates on any evolving threats.
  • Contingency Planning:
  • Develop and regularly update contingency and evacuation plans, ensuring they are practical, well-communicated, and rehearsed among staff.
  • Site & Asset Security:
  • Oversee physical site security measures at all project locations, conducting security risk analysis and site security inspections using the WR Physical Site Security Survey.
  • Travel Security Management:
  • Coordinate secure travel arrangements for staff, including route planning, security escorts, and vehicle safety checks, especially for high-risk areas.
  • Compliance & Accountability:
  • Ensure organizational compliance with both local security regulations and donor security requirements, including conducting audits and revising security protocols as necessary.

Knowledge, Skills, & Abilities

  • Demonstrated experience as a trainer – preferably with training / teaching qualifications.
  • First-aid / medic qualifications.
  • Project management.
  • Management of a guard force.
  • Proficiency in Arabic and/or French.

Requirements

  • Master degree in international relations or related field
  • Minimum of three years work experience in a security advisor / manager role in an international humanitarian organization, UN, or related international development organization.
  • Formal technical training(s) or professional certifications in security, safety and/or risk management.
  • Proven experience of managing security processes, to include journey management / staff movement controls.
  • Proven experience in conducting security assessments of locations, buildings, etc.
  • Experience in writing security plans and procedures.
  • Ability to conduct analysis of the security situation to enable decision making.
  • Demonstrated understanding of humanitarian standards and management best practices.
  • Ability to work in a high-stress environment.
  • Ability to train and convey information to non-security personnel.
  • Excellent interpersonal and negotiating skills.
  • Ability to build strong relationships with WR staff and community members.
  • Proficiency in MS Office
  • Must be able to work without close supervision.
  • Demonstrated ability to meet deadlines under pressure.

  • The employee frequently is required to sit, reach with hands and arms, talk and hear.

WORK ENVIRONMENT:

  • General office setting. World Relief also offers hybrid and remote schedules for limited positions.
  • Great lengths of time working on computer, reading from computer screen, entering information, standing at copier or fax machine, and some time on the phone or in virtual meetings may be required.
  • Year-end archiving activities involve repeated lifting and bending.
