Palestinian NGOs Strengthen Incident Management and Legal Capacities through Training Workshop

Representatives from 24 Palestinian civil society organisations came together in Amman, Jordan, on 12–13 October 2025 for a specialised NGO Incident Management and Legal Information Workshop, designed to strengthen their ability to manage incidents and protect risks to aid workers operating within their operational environments.

The two-day training focused on helping organisations:

  • develop advanced institutional risk management systems
  • strengthen the roles and responsibilities of incident management teams, and
  • improve legal strategies and procedures to protect aid workers and field staff, particularly in light of the complex humanitarian context in Palestine.

Through interactive sessions, practical exercises, and peer exchange, participants enhanced their capacities for risk preparedness, reporting and documentation mechanisms, and legal responses to incidents. Participants also shared their experiences and challenges from their work on the ground.

This workshop was organised as part of a partnership between MA’AN Development Center and the Protect Aid Workers Project, funded by the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), and in collaboration with the Global Interagency Security Forum (GISF) and Legal Action Worldwide (LAW).

Representatives of Protect Aid Workers and MA’AN Development Center emphasised the importance of such initiatives in strengthening the capacities of Palestinian NGOs, promoting institutional safety and duty of care, and ensuring the continuity of humanitarian action through safer, more accountable practices.
