Description
The Regional Security Manager (RSM) is responsible for development of systems, monitoring and assessing security and operational risk in the complex environments WfWI operates and ensuring that our staff, programs, facilities and assets are protected in accordance with global and country policy direction.

The RSM will be accountable to the Director, Safeguarding and Security (DSS) and the relevant Country Directors (CDs) for developing country security systems to reduce our safety and security risks while also enabling our ability to continue to deliver programs to the communities we work with.

Interviews will take place online, 1st interviews will be held on Thursday 19th March and 2nd interviews on Monday 23rd and Tuesday 24th March.

Key Responsibilities

Engagement
  • Reporting to the DSS as well as each Country Director, the RSM is responsible for developing critical security systems and frameworks including country security plans, contingency plans and incident response mechanisms.
  •  Respond to requests by WfWI leadership, DSS or Country Directors to support in-country crisis situations including provision of advice as well as temporary travel to affected operating context.
  •  Accountable to Country Directors, program teams and DSS to monitor and understand risks and support in implementation of mitigation strategies.
  •  Advise Country Office (CO) SMT on security and risk environment and supports developing strategies to manage risk.
  •  Accountable to the DSS for development and delivery of staff safety and security training programs annually in each country office. Also maintaining GSC/SCO Hostile Environment Awareness Training (HEAT) records and ensuring staff travelling to operational contexts have up to date certifications.
  •  Engage with Global Risk and Compliance Manager to address compliance concerns within COs that contribute to operational and business risk.
  •  Support investigations at the direction of the DSS.
  •  Support and mentor country office security focal points to effectively deliver a safe working environment.
  •  Engage with NGO, UN and other forums where safety, security and risk management are discussed to share and receive information that assists WfWI to adapt to changes in the operational context.
  •  Maintain relationships with key security personnel working for the UN and other forums in the 6 WfWI operational countries to support in times of crisis.
Delivery

Regional Security Manager Implementation and Execution:
  •  The RSM will work with country teams to ensure country security management plans, annual country security risk assessments and country security briefing documents are updated annually, or as needed by changes in the country operating contents.
  •  The RSM will lead and update the Country Security Management Plan annually to reflect changes in the operational context.
  •  The RSM will update the annual country security risk assessment every January, or whenever a significant change in the operational context occurs.
  •  The RSM will update the Country Security Brief and share with WfWI on the Sharepoint Travel Page and conduct safety briefings for all international visitors prior to travel.
  •  The RSM will support country teams in updating their Country Risk Registers and provide quarterly updates as requested by the Director Safeguarding and Security.
  •  The RSM will engage with country teams to develop contingency plans for anticipated possible crisis situations and update as needed.
  •  The RSM will work with country teams to monitor the operational risk environment and advise on risk mitigation strategies.
  •  The RSM will ensure complete familiarity with global policies such as WfWI Code of Conduct, Whistleblowing, Safeguarding, Fraud & Corruption, IT Security and Investigations to both advise the CDs, CO SMTs and staff on implementation of the above and report to Director Safeguarding and Security or Global Risk & Compliance Manager on challenges or concerns.
  •  The RSM will conduct annual visits to the CO’s they are supporting to deliver security training as well as ensure first aid training is given at least every three years and maintain a record of who has completed each training.
  •  The RSM will deploy to countries to support when needed to help manage security crises when they occur.
  •  The RSM will coordinate Hostile Environment Awareness Training (HEAT) courses for all staff visiting country offices and maintain records to ensure staff attend refresher training every five years.
  •  The RSM will update the DSS during scheduled calls or when needed to advise on plans, concerns and progress on mitigation implementation.
  •  The RSM will engage with CO PCC staff to maintain and update emergency phone trees to ensure communication with all staff can be maintained in any emergency.
Other:
  •  The DSS may direct, with CD agreement, to have the RSM provide other safety and security, investigations or risk management support as needed.
  •  Take ownership of professional development and contribute to organizational strategy through collaboration and leadership behaviours.

Skills Knowledge and Expertise

Required:
  •  Bachelor’s degree in discipline or equivalent functional experience and skills, similar industry specific qualifications or experience preferred.
  •  As a manager of people: supervisory experience capacity to execute projects and manage service delivery ensuring alignment to standards.
  •  Minimum five years of NGO/UN experience in safety and security, providing security training and security risk management functions.
  •  Proven negotiation and advocacy skills in establishing and using networks to achieve desired results and positive change.
  •  Experience working in complex security contexts in at least two of WfWI program implementation countries.
  •  Excellent knowledge of safety and security best practices and willingness to develop in-depth knowledge of WfWI’s security policies and procedures.
  •  Excellent interpersonal skills and ability to establish and maintain working relationships in a multicultural, multiethnic environment.
  •  Comprehensive oral and written skills and proven ability to provide clear and precise instruction/ briefings to a variety of audience.
  •  Ability to use computer applications such as Microsoft Excel, Word, and PowerPoint for information management and communication.
  •  Demonstrate leadership, versality and integrity.
  •  Fluent English is required.
  •  Must have ability to travel to Palestine, Iraq, Afghanistan, Eastern DRC, South Sudan and Nigeria with minimal visa challenges and ongoing right to work in UK or Germany without sponsorship.
Preferred:
  •  Some Dari, Pashtu, Kurdish, Arabic or French would be beneficial.
