About the role:

HALO is seeking an experienced Security Coordinator to lead the programmatic integration of security within the Ukraine programme. The Security Coordinator’s primary function is to ensure the safety and security of HALO staff and resources in line with organizational and national regulatory standards, and to coordinate responses to critical incidents. They will support and mentor the programme’s local security manager and security officers in Brovary, Mykolaiv, and Kharkiv. Working to the Programme Manager, the Security Coordinator will also liaise widely with external and internal security focal points to maintain a high level of situational awareness to inform our security posture and responses.
The ideal candidate will provide strategic leadership, technical expertise, and capacity-building support to enhance the  security and operational continuity of HALO Ukraine activities.

About the Context:
Ukraine is currently the most landmine-contaminated country in the world, with thousands of square kilometres affected by landmines, cluster munitions, and unexploded ordnance. Ongoing hostilities since the full-scale Russian invasion have led to frequent missile, drone, and artillery strikes against military, transportation, energy and civilian infrastructures. Critical assets such as power grids and transportation hubs are regularly targeted, leaving large parts of the population exposed to blackout, displacement, and physical danger.

About HALO Ukraine:
HALO has operated in Ukraine since 2016, and since the outbreak of Russia’s full-scale invasion in 2022, its programme has grown to over 1,500 staff based across three distinct Unit locations: Kharkiv (East), Mykolaiv (South), and Brovary (Central). HALO implements a range of mine action activities, including non-technical survey, manual & mechanical clearance, confidence-building measures in agricultural land, EOD & EORE. As part of HALO’s commitment to duty of care, proactive risk management and robust security systems are prioritized across all field locations.

About the Candidate:
The ideal candidate is a proactive and detail-oriented security professional, with  experience of high-risk environments and a track record in strengthening internal systems. They should possess excellent analytical and problem-solving skills, enabling them to assess threats and develop practical mitigation strategies. Strong communication and interpersonal abilities are essential for coordinating with diverse teams, external partners, and headquarters. The candidate should demonstrate sound judgment under pressure, adaptability to rapidly changing contexts, and a commitment to the HALO ethos and its values and standards.

Job Responsibilities:
Experience in security operations, incident management, and training delivery within humanitarian or international settings is essential
Manage and support the Security Team in developing and implementing security strategies and protocols to protect personnel, facilities, assets and information systems, aligned with organizational objectives.
Ensure policies are reviewed and updated to reflect changing context.
Conduct security risk assessments, identify gaps and provide practical recommendations to reduce vulnerabilities.
Advise field teams on operational security measures and support the integration of security considerations into Units’ planning.
Assist with planning and managing security incidents and emergencies, ensuring timely coordination and communication.
Liaise with HQ and the Global Security Advisor and act as a key member of the Incident Management Team
Support the development and rehearsal of contingency plans, and implement lessons identified.
Ensure programme-wide understanding of, and adherence to security protocols, including coordinating and delivering security training.
Maintain relationships with international external security networks and international humanitarian organizations to share best practices and adjustments to contextual developments.
Support or lead security-related investigations, provide technical advice and guidance in alignment with HQ policies and procedures, and provide recommendations.
Liaise with and report on the programme’s external security and intelligence provider, providing scenario-based analysis and operational guidance.
Advise on communication systems across the programme.
Promote collaboration across departments to integrate security into daily operations. Provide technical support to field offices.

Work within the framework of HALO’s core values and standards.
Ensure familiarity with and adherence to all HALO policies and procedures.
Carry out the role with cultural sensitivity and in full compliance with the local legal framework.
Carry out any other duties as directed to meet programme standards and operational requirements.
