About this guide
Despite the “localisation” agenda, power in the humanitarian sector remains concentrated with INGOs, which often retain control over funding, decision-making, and priorities. This creates a paradoxical dilemma for NNGOs: they cannot improve their systems without funding, yet cannot access funding without already having improved systems.
By supporting NNGOs to understand donor expectations and empower them to demonstrate their value, this guide aims to support their ability to operate on fairer terms and participate as equal partners in the humanitarian and development ecosystem.
This guide is intended to supplement existing GISF guidance about budgeting for Security Risk Management (SRM). This document outlines the process for determining security mitigation costs, whether as part of an annual budget cycle, or specific proposal or project. It highlights budgeting best practices that NNGOs can apply when costing security measures and building donor confidence. It also provides an overview of key donor considerations in security budgeting, helping NNGOs understand donor perspectives and demonstrate a shared commitment to effective and safe project delivery.
