Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

Action Against Hunger is recruiting for its Gaza Base a 

Humanitarian Access and Security Manager 

To ensure the adequate monitoring of the daily security context, data collection and analysis, implementation of the security measures, regulations, and rules to make sure that the mission manages properly external and internal risks, giving a safe environment for employers and visitors to perform their duties, for beneficiaries to take part at the programs, and for the visitors to be in a secured place as much as possible.? 

GENERAL OBJECTIVES 

  • Provide an adequate level of support to Action Against Hunger operations in oPt in terms of Security management.  
  • Provide information and analysis relative to the mission’s context, pertinent risk analysis, mitigation measures and security framework definition and application for ensuring the AAH operations reach their objectives 
  • Ensure the continuous documents and measures implemented are up to date and resulting from the up-dated context analysis.  

 

Key activities in your role will include

Objective 1: Collect, analyze, and disseminate the security and context evolution information (30%) 

  • Monitor the daily security context in news, social field and other sources of information.  
  • Create and maintain a network of contacts (INGOs and NNGO’s, Embassies, Civil Society, etc.). 
  • Contribute to analyse the Mission’s operational context and propose adaptation in the risk analysis, LSOP and programs. 
  • Identify, investigate, and resolve security breaches. 
  • Collect, adapt, have validation, and disseminate externally produced security information to the relevant staff in the base. 
  • Lead and produce internal security analysis document about possible context development and impact on AAH operations (contingency plans and etc.). 

Objective 2: Operational support to the Project security management (40%)? 

  • Lead and develop a quality framework for existing safety and security systems and procedures by regularly evaluating, reviewing and updating security plans and LSOPs.  
  • Provide technical input and advice in assessments in new geographic areas with priority to the North part of Gaza, and regular assessment reviews for existing locations.   
  • Work with the field teams to develop, consolidate, and implement operational procedures related access and safety at mission and base(s) level   
  • Conduct regular physical examinations of all properties to ensure compliance with security policies and regulations.  
  • Follow-up on staff movements and assist them with support of the ASU UNDSS in case of access issues.  
  • Contribute to monitor the compliance of all staff with the Base security regulations.  
  • As required provide workshops, briefings and training to AAH staff and partners on the thematic, and follow-up on staff knowledge relative to risks and procedures. 
  • In case of incident, collect the information from the people involved and prepare the incident report into SECURITY ADS platform.  
  • Brief and debrief the team on security related issues.  
  • Order security-related supplies and equipment as needed, following the AAH regulations.  
  • Assist in development of contingency plans and Business continuity plans in emergencies  
  • Together with the Head of Base develop humanitarian access strategies and approaches adapted to local contexts (particularly middle, north and south areas in Gaza strip) and facilitate its implementation.   

Objective 3: Elaborate, promote and manage Action Against Hunger Operational Humanitarian Access Strategy (30%) 

  • Develop, implement and follow up access strategies and approaches according to the context in collaboration with Action Against Hunger teams.  
  • Humanitarian Access context analysis and follow-up and data collection and monitoring to improve strategic decision-making for the effective and efficient operationalization of the humanitarian response.  
  • Provide technical advice and support to the Head of Base in key subject areas related to humanitarian access.  
  • Map, plan, and coordinate systemic ongoing engagement with all key stakeholders by respective Action Against Hunger staff, as it related to humanitarian access. 

 

Do you meet the profile required criteria?
    • Master’s degree or an equivalent in a field that is relevant to the position.  
    • Security management, Disaster Risk Management.  
    • Minimum 3 years’ experience in the field of security or related field coordination in a Humanitarian Aid organization.  
    • Experience in organizing training is an asset. 
    • Proven ability in professional presentation and information management.  
    • Proven ability in producing security analysis.  
    • Proven knowledge of the Israeli-Palestinian historical and political context. 
    • At least 3 years of professional experience in international humanitarian operations, preferably (medium-big sized mission, access constraints or in private sector.  
    • Previous experience with Action Against Hunger is an asset.  
    • Fluent in reading, writing, and speaking both Arabic and English. 
    • Advanced Windows Office 365 user. 
    • General IT knowledge, data management/analysis and experience are assets. 
    • Based in Gaza with the possibility to travel to WB and Jerusalem. Ability to travel occasionally outside oPt.  
    • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

Contract Length: 6 months with possibility of extension. 

Base: Gaza office. 

Salary: According to Action Against Hunger Salary scale.  

Difficult context allowance: As per Action Against Hunger policy and this plus is reviewable throughout the contract based on the applicable risk analysis

  • Return Flight to place of residence as long as the expatriate has been on a mission for more than 1 year and has committed to another year.  
  • Refund of all costs related to departure on assignment (visas, Vaccinations,)  
  • Accommodation in guest house or payment of an allowance covering partially an individual rent. Return ticket to the mission.  
  • Adapted professional career where talent and motivation are recognized. Continuous training in both technical skills and competencies. 
  • Refund of all costs related to departure on assignment: (visas, vaccinations,) 
  • 26 days of paid vacation per year.
