With a gender focus, this report (2017) outlines the five main categories of adverse impacts that countering terrorism financing measures have had on grassroots women’s organisations, inter-governmental actors, non-governmental organisations, governmental agencies, donors (including women’s funders groups), and financial institutions. The ultimate impact of these countering terrorism financing measures has been to circumscribe how, where, and in some cases, even if, women’s rights organisations can undertake their core work on mobilising human rights, gender equality, and advancing the women, peace, and security agenda.
